Where is the landscape architect?

Via Matthew L Wald, we read in the NYT, that as part of a “largely hypothetical three-year effort” hundreds of engineers have redrawn the Eastern Interconnection for the eastern two-thirds of the United States.

Researching a bit more led me to EIPC, which “was awarded funding from The U.S. Department of Energy (DOE) in 2010 to to prepare analyses of transmission requirements under a broad range of alternative futures and develop long-term interconnection-wide transmission expansion plans in response to the alternative resource scenarios“.
